I suspected exactly the same (name resolution)... first tried IP address directly in the browser (worked), then name (worked - ?). So then I went back to the saved link on my desktop, edited it for IP address, wouldn't work. Then saved a new link on my desktop - it now works. Something has changed, but for the life of me I can't see or think what... so for once, I celebrate that the Gods of IT-dom have smiled on me, and though I know not why, I now have a working solution
