Most likely removed to speed up rescans and because it isn't as useful as you would think. Most taggers pad. This is true not only of mp3 tags but also flac: "By default metaflac tries to use padding where possible to avoid rewriting the entire file if the metadata size changes. Use this option to tell metaflac to not take advantage of padding this way." So it is very possible to change tags and not have the filesize change.
