It looks as if IRBlaster may not have been updated yet for SC 7.1 -- often plugin writers wait for the official release. As an interim hack, you can open the install.xml file in the Plugins/IRBlaster sub-directory and change the line that reads <maxVersion>7.0+</maxVersion> to <maxVersion>7+</maxVersion>
