Out of my head, maybe a rails-girls-like event[1] could be a good format.
It is a nice transition to get people understand how everything fits in
the development of a web application.

I am currently working at a large public library as an intern in the
Information Services Department. I would like to take this
opportunity to tell you why I am interested in this program. I think
that offering free coding courses to our patrons could help the
community to find better jobs and to communicate better within their
current marketplaces. I am hoping that by my attending this training
I would be able to come back to my library and write a proposal on
bringing programs like this to our area. I also think that I would
benefit from the course as a student in Library and Information
Science heading toward a User Experience track in my electives.
