If what you want is to do a "certificate" like a "diploma" for a bunch of names you can use any program that offers mail-merge[1]. I know that MS publisher and probably MS office has it, but I haven't use them. Normally I use Scribus [2] when I need to create badges for conferences. You can make quite a lot of stuff with a bit of python and Scribus together. LibreOffice can do it too. In the online world seems to be a few tools, but I've not used any of these, Google docs has apps for that too.
