Hi Greg, Are there any prerequisites to generate these certificates? Are we allowed to do it for our upcoming workshop?

That said, we do have the template attached to this message, and we have a wee Python script that fills in the {{variables}} and then launches Inkscape to turn it into a PDF. We'd be very grateful for a better solution.
