Thanks to the pointer about mail merge (which I had never heard of), and
Google Docs, I found autocrat :

This app apparently allows to use the data from a Google Spreadsheet, to
populate a template created with Google Docs, and generate PDFs (and
send them by email).
I am thinking of a process in which we would take the list of attendees
from EventBrite, export it to a Google Spreadsheed, and generate
certificates with that tool.
I agree with the hope of certifying that people actually learn, but
whenever we discuss this, we usually end up with the conclusion that we
do not have the (human) bandwith to run and correct exams/tests.

We generally haven't handed out certificates - we keep hoping we'll
find a way to certify what people have learned rather than simply the
fact that they attended. That said, we do have the template attached
to this message, and we have a wee Python script that fills in the
{{variables}} and then launches Inkscape to turn it into a PDF. We'd
be very grateful for a better solution.
