The SWC Windows Installer is supposed to copy the GNU Make executable from msysGit [1], and that hasn't changed since 2014-09-19 [2]. I don't know if it's still working after the change from msysGit → Git for Windows, but you should probably file a bug [3] so we can get the installer fixed.
