One possible fix for this may be to install Make for Windows from:
http://gnuwin32.sourceforge.net/packages/make.htm
I installed it using the `Complete package, except source` Setup link
and everything seems to work. The location of the executable has to be
added to the path manually, but this might provide a reasonable
short-term hack for this.
