No, that's the right repo, it looks like the script docs [1] just didn't make it into the README (I'll PR a fix for this). It was mentioned in the release notes [2]. Anyhow, notes from somebody with a Windows machine on whether ~/.swc/bin/make.exe exists, and if it does, why it doesn't work, would be great (but probably in an swcarpentry/windows-installer issue).
