Have you looked into a program like Deepfreeze (if I remember right)?  
Mostly used by kiosk cafes and such but basically from what I 
understand, it keeps prevents and system changes from sticking when 
engaged.  Any changes made are kept on a seperate part of the disk and 
when the computer is restarted, all changes are erased and the original 
OS config is loaded.

I don't know if its possible, but what about replacing the explorer gui 
with a virtualized PC?
