Ok, what isn't possible is changing the chime at the very beginning.  
However, a sound at login and probably when you start shutting down  
would be possible. I am sure of this because often some of the time  
announcements I have set up come even
--  before voiceover announces that it is on. You have sound at or  
even before the login window, if you are using a login window, so I'm  
sure you could rig something. However, you do have voiceovr's  
announcements at startup and shutdown too.
