On all the pc keyboards I've tried, the command key is the windows
key. Alt is the option key, and the function of control remains the
same. FYI, the reverse applies if you hook an apple keyboard up to
the pc--the option key is the alt key and the command key is the
windows key.
You should have no problem using voiceover with a pc keyboard, aside
from some of the key combinations being a bit uncomfortable due to
the placement of the modifiers.
