All total, I believe the retail price is somewhere around $239.

That is about right, but includes the full version of XP, not just
drivers.  When Virtual PC was a separate company, one could buy
Virtual PC for DOS or with no (extra Windows) OS at all.  That no
longer seems to be an option.

Assuming one has an Intel Mac, Parallels is a much better deal for
$80, especially since XP home can be purchased new for less than $100.
I have used Virtual PC, and the speed is disappointing.  This all
depends on your base Mac however.  Neither product is compatible with
VoiceOver.
