So Tim, then I guess in fact it is possible to have an accessible Carbon or Cocoa application, is that what I understand? Gee if Itunes is Carbon-based, then its possible Apple could make it accessible. That would mean that other apps done in Carbon could be made accessible then as well.

Hi,

The most telling question: Is it a Cocoa app or merely Carbon?

In fact, there are Carbon programs that are accessible. It is not common since prior to tiger, there was no real need to make a Carbon app accessible. My sources tell me that for the most part, the reason Carbon most Carbon apps are not accessible is due to programming. For example, iTunes is Carbon, uses numerous custom user interphase elements and is not accessible. Keynote is Cocoa, uses a lot of custom elements and is still not accessible.

This is not to say that Cocoa apps are not more likely to be accessible, simply clarifying a misunderstanding that I've noticed propogating. I believe that I have also been guilty of propagating this but I thought it would be best to clarify now.
