I didn't solve the problem of brf files being associated as mpeg video, but I did solve the problem of searching for keywords to divide them. I decided to use emacs in terminal instead of text Edit so that I could enter the words with the braillelite keyboard in brltty's keyboard emulation. with eight-dot mode turned on in the braillelite's menus, there's a key I can press that will represent the extra computer dot accompanying most of the characters. Emacs does a progressive search so while you are searching the cursor moves as you add characters to your search, so in just a few keystrokes I can mark the top of the file, search for the keyword I want for the endpoint, and make a separate file of that block of text. I could do this in Text Edit too, except that searching without using the braille keyboard would be more difficult.
It doesn't really matter that my Mac thinks brf files are mpeg videos; it's just kind of annoying.
