Hi Vickie,

Chapter Tool was a software beta program that Apple released when they
first started supporting podcasts in iTunes.  It allowed users to insert chapter
markers, images, and links to web pages in "enhanced podcasts".  It provided
a way of inserting "chapter markers" into these aac files so that you could 
navigate to them with keyboard shortcuts and with the arrow keys on the 
iPod.  As far as I know, it only works as a command-line beta program although
some people have written GUI interfaces to use it.  Doug Adams at the 
AppleScripts for iTunes site wrote a Join Together and Chapterize AppleScript.
This isn't as flexible as you might think, since you have to write out and 
create a completely new file with chapter markers, and sometimes the operation
has been broken in newer versions of iTunes.  As far as I know, Apple has
never upgraded the software beta since they released it.  The program also
has to be placed in a specific directory to work.

This used to be available as a link at the bottom of the Garageband podcast
page, but I think you can find it at mac.softpedia.com and other places if you
google for it.
