Bring up the VoiceOver Utility with VO-keys+F8
where VO-keys means pressing the control and option keys
together. 
Use the item chooser menu (VO-keys+i) and go to the
Navigation tab by typing first "tab" and then the start of 
the word "navigation", carriage return, then
do VO-keys space bar to go to the Navigation tab.
VO-keys down arrow and tell me which boxes are
checked.

In particular, look at the last 6 entries:

VoiceOver cursor track keyboard focus
Keyboard focus tracks VoiceOver cursor
VoiceOver cursor tracks Mouse cursor       
Mouse cursor tracks VoiceOver Cursor

VoiceOver cursor tracks keyboard text selection
Keyboard text selection tracks VoiceOver cursor

Finder, and Safari.  And the Tips and Tricks link is
also excellent.  Ignore the dead links to the Wiki,
