Here is what I found to be the problem when I experienced this a while back...

First, be sure your Mail account is actually online:
1. Go to the Menu Bar (VO-M).
2. Navigate Right (VO-RightArrow) until you get to "Mailbox" then enter this menu (VO-DownArrow). 3. What you do next will depend upon how many accounts and what type of accounts you have. What you want to make sure is that all your accounts are online. If "Go online" is dimmed, then all enabled accounts are online. If you have more than one account, you might want to check the "Online Status" submenu to make sure all your accounts are listed and online.

The problem might be that you have a "disabled" account or an account that is set up for manual mail retrieval only. To check this:
1. Open Mail Preferences (Command-Comma).
2. Click the "Account" tab.
3. Interact with the "Accounts Table" (VO-Shift-DownArrow).
4. Click the account you are interested in (VO-SpaceBar).
5. Stop interacting with the "Accounts Table" (VO-Shift-UpArrow).
6. Click on the "Advanced" tab.
7. Be sure the check box for "Enable this account" is checked.
8. I also have the "Include when automatically checking for new mail" check box checked. 9. Review the other check boxes and pop up menus to be sure they are set to meet your requirements. 10. Close the Mail Preferences window (Command-W) and save the changes when prompted.

Obviously, step 7 is the key since it will not matter how anything else is set if the account is not enabled.
