Hi Jane,

Are you sure the URLs you're using point to pdf files?  Sometimes I
find that pages that say "download PDF here" with a link actually point
you to web pages that contain another web page, and those are more
likely to be inaccessible than the PDF files.  Have you tried going to
web site, or googling the web site with the name of what you're trying
to download?
