Setting Up VoiceOver

I bought my first Mac about a month ago, and come to find out that the
spacebar doesn't work. Long story short, I sent it in for further
work, and I should have it in about a week or so. My question is, how
do you set up VoiceOver to turn on upon reaching the log-in screen?And
if possible, is there anyway to use VoiceOver when setting up your
computer?
