Hi Chelsea. When you boot up a mac for the first time, you'll hear
some music. After the music, a voice will ask if you want to go
through the VoiceOver getting started tutorial. This teaches you
everything you need to know to get through the initial setting up of
the Mac. So yes, you can definitely set up the Mac with VO.
