If you have your mac set to login automatically at start up, you can press 
command-f5 to turn voiceover on and off.  if turned on, it will start when 
you boot the computer.

If you want to have voiceover start before you login manually when you boot 
or switch from one user to another, you need to check a checkbox in system 
preferences under accounts.

VoiceOver provides an accessible interface to all the setup screens but you 
would do well to go through the VoiceOver quickstart tutorial first.  If 
your computer is not already set up you can do this by following the 
instructions when the computer is first turned on.  If the computer has 
already been set up with some defaults, you can invoke this tutorial with 
command-control-option-f8.

I bought my first Mac about a month ago, and come to find out that the
spacebar doesn't work. Long story short, I sent it in for further
work, and I should have it in about a week or so. My question is, how
do you set up VoiceOver to turn on upon reaching the log-in screen?And
if possible, is there anyway to use VoiceOver when setting up your
computer?
