Command+spacebar will always open the spotlight for you. You need to press VO keys+spacebar to select the tab you want.

Are you sure you are pressing control option space bar and not command space bar? Your friends info was correct that if you press VO space bar on a given tab you will be provided with choices related to that tabs controls.
