I'm going to be hard core on this which is likely why I will never get
a job at Apple or any where else. Applications that are not accessible
with VoiceOver are not compatible with the MacOS! Simple as that and
they should not be permitted to claim compatibility.
VoiceOver is part of the OS. So you may have an application that can
run under the MacOS but with no accessibility it is NOT compatible
with it.
Here are a couple of things Apple could do to enforce this:
1. Forbid the use of the Apple compatible logos on non-accessible
applications. They are, after all, not compatible are they? Baring
this step, which I admit would be extreme, develop a branding that
indicates VoiceOver accessibility. Perhaps the testing and
certification of Mac programs as VoiceOver compatible is something
Curtin University Centre for Accessible Technology might do?
2. Modify Xcode so it will not compile programs without the
accessibility controls filled in.

James,
Apple has tried an opposite approach to accessibility in Mac OS from
that in Windows, one that I believe is better. It puts the
responsibility on the developers of the software to make their
software accessible. This prevents all the responsibility falling
on one team's shoulders, as it primarily is with WIndows screen
readers. (i.e., if a program isn't accessible, it is up to FS or GW
to make it so.) This is Apple's philosophy, which they even
discussed explicitly at CSUN. Therefore, it is, without question,
Microsoft's responsibility to make their own software comply with
accessibility standards.

I see what your saying now but even so, its not a microsoft problem.
Surely there must be mac users testing? We can't keep blaming
companies for everything.
