greg I completely agree about apple adapting X Code to force
accessibility controls and even more so object ansd graphical labeling
etc. these things should be and are crucial to us folk.

VoiceOver is part of the OS. So you may have an application that can
run under the MacOS but with no accessibility it is NOT compatible
with it.
Here are a couple of things Apple could do to enforce this:
1. Forbid the use of the Apple compatible logos on non-accessible
applications. They are, after all, not compatible are they? Baring
this step, which I admit would be extreme, develop a branding that
indicates VoiceOver accessibility. Perhaps the testing and
certification of Mac programs as VoiceOver compatible is something
Curtin University Centre for Accessible Technology might do?
2. Modify Xcode so it will not compile programs without the
accessibility controls filled in.
