As I think about this, I think the whole reason I started turning both mouse tracking options off was because sometimes when tabbing to links on some web pages sometimes VO or Safari would skip a few links then I'd have to go back to where I was when this happened. Over a long period of time, I have noticed strange intermittent behavior with tracking options in VoiceOver.

Normally I find that mouse tracking options off, work best in iTunes.
I only switch them on when making a purchase.

I had to turn mouse cursor tracking off within the VoiceOver Utility
and that solved the focus and stuttering problems in itunes.
