I don't know of any free partitioners that do the kind of resizing you're after--at least, not ones that resize both the partition and the filesystem on it which is very important in order to not lose any data. iPartition works really well with VO and can do what you want, but as I said it's not free. As far as I know there's no easy way, other than one of the non-free partitioner programs, to resize an hfs+ volume (someone please correct me if I am wrong about this). It's not resizing the partition that disk utility cannot do, it's resizing the filesystem contained on it.
