Not true.
The reason Flash is more accessible under Windows is because Flash
objects only support MSAA mappings. In otherwords, Flash API does not
translate anything into other accessibility APIs, such as the one found
on the Mac or GNOME on Linux. Even under Windows accessibility of Flash
will break if developers opt to use custom interfaces or behaviors

Because Windblows has a bigger market, at least it had up to now. Once
they were the only game in town but no more.
