Have you tried restarting voiceover? I'm sure the obvious answer is yes,
but I can't help but to ask.

Hi list. I'm in textedit and I've tried this in other text editing
programs and voiceover while interacting with the text areas will not
read letre by letre while using arow keys by them selves. Does anyone no
