They can right click on your name and go to "Request Contact Details".

to my contacts, either on my own, or upon their request, if my
contact details aren't sent to them as they should be, I may be able
to see them online but they won't see me. They'll show a question
mark next to my name and Skype will tell them that I haven't
approved their contact request. So if I don't get it immediately
when the request comes in, it seems that I cannot access the
appropriate dialogue to approve them after the fact.
