Good evening John,
Do you know if your ISP requires SMTP Authentication? It sounds to me like
your POP settings are correct, as you can receive mail, but that your SMTP
settings are incorrect.
Some ISPs do require SMTP authentication, while others do not. I would
think that other than an actual error with your username / password this
will end up being the solution.

Hello; I don't know if this will help or not, but when I got my first
mac a little over a year ago I had the same problem getting set up with
people pc. I was on hold waiting to talk to a customer service rep when
I heard a f a q message about setting up pop 3. It said that I had to
put smtpauth instead of smtp in that field for it to work right. Once I
did that, I never had any more problems sending mail. Another thing to
check is that some i s p's require you to use your whole email address
instead of just your screen name when signing in through pop access. I
would actually try the second thing I mentioned here first. I hope this
