Disk Utility resizing partitions

Good evening,

I tried using Disk Utility today to create 2 partitions on a new 1tb  
external drive.

I was able to create 2 partitions, but could not figure out how to  
resize the partitions so that one could be larger than the other.  I  
ended up with 2 partitions of the same size.

Is it possible to resize partitions with Voiceover, if so, could  
someone please explain ow to do this?
