You are right. I misinterpreted the "save user specific values" as the setting we had in OOo1.1, but 6.2 in the spec clearly specifies it as you wrote.
I agree that this is a step into the wrong direction. We have too many configuration settings and we should remove some of them, but we shouldn't start with the useful ones. This is a useful one.
nnnnice. can we give you a flag and so on ? :) i hope we can keep this feature.
btw, is there a complete documentation regarding all parameters that can be configured via config files ?
The xcs files contain some explanations (if not in the installation you can find it in the cvs).
probably we should decide which way to go - either it's separated ui with beginner/advnaced choice (harder to implement, but easier for users) or single ui and advanced options in files (easier to implment, harder for users and must have a very good documentation of every possible option).

umm. sorry for ignorance, any examples ? i suppose they probably can be edited also in any editor as plain text (of course, structure should be preserved)
and imagine changing all settings in files & gui when a new version comes out (it's risky to copy them over - some things might have changed), so configuration export/import tool would help a lot (issue 26214)
Usually OOo should take care of this. OOo2.0 will offer a migration of user data from OOo1.1 to OOo2.0. Here "risky" or obsolete parts are omitted.
yep, this is good for upgrades, but what about migrating to another machine ? what about user who wants to configure oo.org once and have the same config in his laptop (which, unfortunately, has different oo.org version...). additionally, i like to keep several versions of oo.org, but i would like to configure only a single instance and then easily and safely migrate these settings to other machines/instances.
