Maybe I am just being thick, but:
Doesn't password protecting a file encrypt it?
Is it not already possible to protect a Calc file, a sheet, and
unprotect cells?
Using Edit > Record Changes isn't it possible to see who made what
changes?
Isn't validation possible with Data > Validity... ?
