Because M$ word uses a propriatary format which is secret, OOo
developers had to 'guess' what the format is and tries to import as
accurately as possible. There will always be some differences, but
they should be minor.

There are some programs that allows you to import and then modify
pdf's, but not OOo. If you want you can put an enhancement request
into OOo and then see hwo it goes ...
