Is it possible to make the keyboard shortcut to, say, "Save as" function in
OO? How?

Try Tools/Customize.../Tab Keyboard

Note, that this tab is only available when a document is open. I suppose 
this is application dependent, so maybe you have to do this for all 
applications.
