I don't think that anyone was saying that formatting was to be ignored,
but that it is a different process to writing. Writing and formatting
are both very important, but generally shouldn't be done at the same time.
This is what I believe. When I create a document, I type up all the
text first, usually in a basic text editor like Notepad or Textpad, and
then use a page layout package like Adobe's InDesign, or StarOffice's
Writer, to format the document using styles.
If I try to format the document while I'm creating the content, I
usually end up with a mess.
The same applies to any webpage I'm looking at creating - get the text
set up, and then use a web page layout program to apply CSS styles.
