Actually I'm pretty sure the reasons are a lot more diverse than that.
Even the most generous guy needs to eat.  For some people the code they
contribute is free because they just do it in their spare time and have
another revenue stream (which is the case you seemed to have in mind).
Others are paid to write the code by a company or individual that needs the
product (not to just sell it obviously, but to use it some other way: either
to sell surrounding support contracts, or to use the program in-house, or to
undermine some competitor, ...).
