Bringhurst ('The elements of typographic style', 2nd ed., 1996) states
(p. 38) that 'the lines and blocks of text on facing pages in this
format [continuous prose] should align, and the lines on the front and
back of the leaf (the recto and verso pages) should align as well'. I
think that this implies that line spacing should not vary from line to
line because of the occasional superscript, for example. The overall
leading (line spacing) should be set to accommodate whatever glyphs
occur that are higher or lower than usual.
If OOo implements spacing incorrectly, then the major advantage of
predefined spacing marks is end-user ease of selecting the size.
I agree that it would seem to make sense to add 3x and maybe 2.5x to
the line-spacing options, but the Fixed option may be a reasonable
work-around. The addition of 3x might cause a problem for the
graphical display of the current settings in the Indents & Spacing tab
of the Format > Paragraph dialogue box.
