This activity may look like a bit of a rip-off, if all they give is a link to the official OOo download site, but it is quite legal.
If they supply other services, like a CD or their own download site with other software available, then perhaps the small amount charged is quite reasonable. To a certain extent OOo needs people like this to promote it. We don't have other ways of advertising it. So as long as the amounts charged are not unreasonably large I think we should let it happen.
