LGPL 3.0 is incompatible with LGPL 2.x (where 'x"is whatever version OOo uses.)

The incompatibly is purely between licenses.  LGPL 3.0 prohibits a few
things that LGPL 2.1 may allow.   (TiVoization is the best known
example.)

What will happen is much the same as when OOo switched to LGPL 2.1
only, scrapping the earlier version that allowed for closed source
forks to be created.
[Actually, it will be much easier to see if an OOo repackager is
violating the license.]
