That is how I interpret the OP's post as well.  I believe it is a useful
idea.

For the other respondents who don't catch on to the idea, let me explain
with an example.  There have been several occasions when working on a
document or report, where I have summarized a lot of information that
was discussed at length (often very technical) throughout the report.  I
have wanted to have my summary page open at one place while moving
through my document checking each for completeness etc., making changes
or additions where needed.  There are workarounds by which this can be
done, but having a tab system for different open pages would make the
cross checking fast, efficient and organized.  None of the workarounds
accommodates text synchronization as editing occurs. 

I can think of several other projects, such as keeping continuity in
scripts, where a tab system would be useful.

In the end, the navigation button does the same thing, if and when
proper bookmarks are setup.  But I always find the navigation system
non-intuitive when trying to do this kind of work.

Your example of something similar to Calc, I think, explains it all.
