You might want to have a look in Help and do a search in the Index tab 
for     Outline      if I interpreted you correctly.  It isn't tabbed 
operation exactly but does allow you to collapse the document into 
vertical "tabs" and collapse/expand any particular section at will, plus 
move them around up or down within the other sections easily to 
rearrange a document contents.  You can look at each section as just the 
single level, two levels, three levels, etc., until it's opened up and 
shows the entire document.
   It's based on setting Headings; Heading1, Heading2, etc. for each 
section, similar to the way you do a Table of Contents.  It will display 
only Heading1, or 1 and 2, or 1 and 2 and 3, and so on.  Whatever is 
under each heading is what collapses into the heading.
   I often use it for an overall look at my longer documents.

Another way is to set the zoom setting to a size that gives you the 
number of pages on the screen you want at one time, but it's not at all 
like tabbing cases.
