[discuss] Heading 2 increment problem

Hi, I'm trying to use Heading 1 and Heading 2, but the numbering is not 
correct on the Heading 2.   I wish the following:

    1.0  Heading
         1.1  Subheading
         1.2  Subheading
    2.0  Heading
         2.1  Subheading
         2.2  Subheading

But instead the numbering is like the following:

    1.0  Heading
         1.1  Subheading
         1.2  Subheading
    2.0  Heading
         1.1  Subheading     <== Wrong increment first level
         1.2  Subheading     <== Wrong increment first level

I've searched widely and tried on multiple machines and OpenOffice 
installations without luck.  Of course headings are essential functionality 
to create documents.  Anyone can help?
