Thanks Oliver-Rainer, I started with a blank document, and the numbering
works fine as you noted, so I will copy over my information into the new
document, and assume that it was a local problem to the old document.

Can you please state which version of OpenOffice.org you are using?
Can you please provide a short description of the steps/actions you have
performed to get the "wrong" numbering?
In OOo 3.0 I performed the following steps:
- new text document
- type "A"
- apply paragraph style "Heading 1"
- hit toolbar button "Numbering On/Off"
- hit Enter key
- type "B"
- apply paragraph style "Heading 2"
- hit toolbar button "Numbering On/Off"
- hit Enter key
- type "C"
- apply paragraph style "Heading 2"
- hit Enter key
- type "D"
- apply paragraph style "Heading 1"
- hit Enter key
- type "E"
- apply paragraph style "Heading 2"
- hit Enter key
- type "F"
- apply paragraph style "Heading 2"
Then my text document looks like:
1. A
1.1 B
1.2 C
2 D
2.1 E
2.2 F
