There is always a perceived worst performer,
unless the team is reduced to one person.
Even a team of star performers don't all glow with
the same brightness.

If somebody is not up to the job then they need
to be removed.  I think your second hand reference
is fundamentally wrong.  Keeping somebody who is
pulling the team down makes no sense.

I would rethink what it is that you think you heard
somebody tell you.
