The RFP clearly outlines that the winning proposal shouldn't cost the 
cities any money. The only cost to the cities would be to evaluate 
and award the right of way and contract. The money comes from (as in 
other similar awards) the "premium" customers' fees. In fact, the 
operators of the system are expected to actually pay the cities a 
share of the premium service fees !!!

The Racetrack pays huge amounts in taxes and generates a huge amount 
of revenue for the cities of Del Mar, Solana Beach and San Diego... 
if surfing the web from there costs a little bit (and it won't) then 
so what. The more services and features the facility offers, the more 
events they sell, the more events, the more revenue for the cities 
and surrounding businesses.

This is a Win/Win.
