Not that I am aware of. The big issue is avoiding interference with 
existing ground stations.
I have one of my engineers working on figuring out exactly how close to 
the stations
one can operate in Los Angeles County.

I'll blog the results when they are complete.

Not exactly sure what you mean. There is a list of grandfathered ground 
stations I link
to in my blog post, which should have that information.
