Seems to me that as long as anyone believes there is a risk of exposure to 
any kind of radiation, that the operators of the transmitting sites will 
have to put up a notice just so that no one can file a suit claiming they 
weren't told about it.

Keep in mind that simply being alive carries non-zero risks.
